 Important decisions of CWC Jaipur held on 26th &  27th May, 2014.

1. The CWC resolved to focus fully on the revival of BSNL in the next two years keeping in mind the next pay revision for the BSNL Executives due from 01.01.2017. The Management and all the employees should work in tandem to achieve this goal. Efforts should be made to ensure that “pension revision” also becomes one of the terms of reference of the next PRC.

2. The shortage of materials like OF cable, 5 pair cable, EPBTs, Modems and UG cable in Circles and MPLS ports are severely affecting the development and maintenance of the network. BSNLCO should ensure the availability of all essential materials in the field units for operation and maintenance activities.

3. The standard pay scales of E2, E3, -----, E7 should be implemented from 01.01.2007 without further delay. In case pension contribution issue is not getting resolved in a reasonable time, the possibility of extending relief to the JTO/JAOs recruited after 01.01.2007 especially the 2007 and 2008 batch JTOs may be explored.

4. The CWC demanded full 30% superannuation benefit to BSNL Recruited employees as it is a social security measure. The Management should consider the matter sympathetically. CWC decided that Association shall have further discussions with the Management to settle the issue at the earliest.

5. The CWC decided to explore the possibility of extending “Full Pension” option to the Executives and employees recruited directly by BSNL as a onetime measure as EPF pension with “Full Pension” option is equivalent to Govt pension. BSNL Corporate office should take up the matter with EPF authorities at appropriate level. Further the CWC demands centralized EPF payment.

6. The CWC decided to extend total solidarity and support to the agitating comrades of SNEA(I), Kerala Circle and stand with them wholeheartedly and unitedly for seeking settlement of their issues with the CGMT who works with a pre-determined mindset to destabilize the exemplary work culture existing in the Circle which has taken it to the heights of productivity and profitability.

7. Membership verification among Executives’ Association needs to be expedited. Meanwhile the issues raised by the Association are to be addressed by the Management to have meaningful membership verification. The subscription deduction through check off system to be demanded in case the membership verification is getting delayed further.

8. CWC outrightly rejected the draft proposal on CPSU cadre hierarchy as it is again linked with the availability of posts and seniority. Further CWC felt that by proposing very stringent attendant conditions, the Management is trying to take away even the minimum promotional avenues, today the Executives are having in BSNL. Time Bound Functional Promotion or CPSU cadre hierarchy is to be pursued in the Joint Committee under the banner of United Forum.

9. For conducting the next All India Conference, 6 Circles namely Andhra Pradesh, Delhi (BSNLCO&NTR), Madhya Pradesh, Punjab, Rajasthan and UP(West) Circles came forward. The CWC directed the concerned Circles to submit the required data by 15th July, 2014 and final decision on the AIC venue will be taken by a Committee comprising of Com GS, Com CHQ Treasurer, Com Arvind Dahiya/AGS(HQ) and Com H Muthu/AGS.

10. CHQ Quota/Building Fund/Legal Fund payment: All defaulting Circles should clear the pending Building fund and Legal fund at the earliest. The CWC discussed the pending CHQ Quota/Building Fund/Legal Fund payment by Gujarat Circle. Circle Secretary, Gujarat Circle assured the CWC that GUJ Circle will pay maximum Building Fund, Legal Fund and all the pending CHQ quota by the first week of July, 2014.

11. Circle Conferences of Punjab, Jharkhand and NE II Circles are to be held within 3 months.

12. The constitution amendment committee submitted its report and the CWC after detailed deliberations approved the proposals. It will be placed before the next AIC for approval.

13. The CWC resolved that the pay anomalies like a) fixation of pay on officiating promotion and pay protection, b) Antedating of increment or implementation of uniform increment date and c) Senior drawing less pay than the Juniors etc are to be settled by BSNL.

14. First TBP after 4 years w.e.f 01.10.2000 to be pursued separately.

15. Many Circles reported very poor quality of Type II modem supplied by M/s Terracom. The range is hardly 2 to 4 meters in many modems supplied. It shall be taken up with BSNLCO.

16. As per the existing rules, immunity is not applicable for promotions. Accordingly for future promotions, immunity will not be extended. Genuine medical cases like cancer, mentally retarded cases, physically handicapped cases etc for the self and family members only should be taken up for retention in the Circle. Association should ensure that long standing Executives in the Circles should not be posted to the non recruiting Circles and nearby Circles to avoid long standing transfers to tenure circles.

17. CWC demands complete uniformity in the BSNLMS RR for promotion to EE cadre in Civil/Electrical/Arch wings like Telecom /Finance wing.

18. CWC decided to further take up the generalization of “notional date of promotion” for the Executives promoted in 2004 in LDCE quota once Hon Supreme Court gives a judgment in this regard.

19. The CWC demands generalization of FR 22(1)(a)(1) fixation benefit to all the Officiating JTOs and Officiating JTOs regularised upto 2007.

20. FR 22(1)(a)(1) fixation benefits and DNI option for the promotions from JTO to SDE made in May, 2000 shall be taken up with BSNL, DoT and DPE.

21. CWC decided to demand “Notional date of promotion” for the JTOs who could not join in March, 2011 promotion order due to stay on promotion orders.

22. CWC decided to repair and occupy the building at Dehradun, Uttarakhand. CHQ decided to provide loan to UKD Circle for the same.

06.05.2014 DISTRICT CONFERENCE OF PGMTD BRANCH,JAIPUR

 

5th District conference of PGMTD Branch, Jaipur was held on 5th May 2014 at Hotel Neelam, Motilal Atal Road, Jaipur. A well-arranged open session was also held on this occasion. Our All India President Sh. G.L.Jogi, Sh. N.K.Singh, PGMTD, Jaipur, Sh. Arun Agarwal, Sr. GM(CM), Sh. G.P.Verma, GM(Finance), Sh. D. Toshniwal, GM(CFA), Sh. B.K. Roy, Addl. GM(Project), Sh. Rajesh Panwar, Addl. GM(Maintenance) and Sh. S.S.Rajput, Circle Secretary attended and addressed the open session. Asstt. Circle Secretary Sh. H.R. Sharma, Circle Treasurer Sh. R.K.Agarwal, Circle organizing Secretary Sh. R.R. Sharma, CWC member Sh. V.K.Parasar, District Secretary Circle Office branch Sh. V.C.Jain also attended the open session. All the senior officers emphasized on growth of the company and shown their serious concern to stop the down ward trend of revenue for survival of the company. Sh. G.Jogi  elaborately discussed the issues effecting financial viability of the company and short coming on the part of management and senior officers . He emphasized on performance based evaluation of all cadre write from lowest cadre line man to CMD for survival of the company. Non performer should be out from the front foot of the company business so that company can earn revenue and recover the losses of 8000 Crores per annum which company is continuously booking since last two financial years. Circle secretary elaborately discussed the role of our association to protest against wrong decision of the Govt. and BSNL management to save the company. This association has worked as watch dog to save this company against every wrong decisions i.e. unbundling of copper pairs, scraping of ADC, stopping of USO fund to BSNL, formation of subsidiary company for mobile towers, merger of MTNL with BSNL, allotment of obsoleted band for Wi-Max services etc. Circle secretary also raised the issue of poor quality of service due to non-availability of stores and poor quality of material like Teracom BB Modems, non-availability of drop wire, jointing Kit of various sizes, UY connectors etc.

After open session during close session a farewell party to ten executives retired on superannuation was also arranged in the presence of Sh. G.L.Jogi. During close session an interactive session was held. Sh. G.L.Jogi replied the queries raised by members and discussed organizational matters in detail.

Election of office bearers for next term have been conducted, all the office bearers were elected unanimously in the presence of Circle Secretary and all India President.

26.04.2014  Circle secretary along with CWC Member Mr. Vipin Parashar met to Mrs. Alpana Agarwal, Sr.GM(HR)  on 26 April to discuss the following points:

1.       Request Transfers of JTOs and SDEsAssociation requested for considering of more request transfers in the cadre of JTOs , SDEs   and DEs. Sr.GM(HR) assured to look into this case and try to consider these cases after implementation of already issued transfer    orders.

2.       Protest against transfers on longest stay basisRecently Circle administration issued transfer orders for 12 JTOs and 6 SDEs on the ground of longest stay basis. Association have strongly protested the orders and demanded immediate cancellation of these orders, quoting the instructions issued by personnel cell of corporate office vide letter no. 250-7/2007-pers.III(part) dtd. 07.03.2011.Protest letter on the platform of United Forum of BSNL Executive Association is also being submitted  to CGMT, Rajasthan

3.       Cancellation of transfer orders of Mr. S.S.Mathurria ADS and  President Mr Chander Shekhar ofAlwar Branch and  DS Swaimadhopur Mr H.P.Sharma.

President and Assistant District Secretary of our Alwar branch and District Secretary Swaimadhopur Mr H.P.Sharma have been transferred on longest stay basis from Alwar to Nagour and Jhunjhnu and Swaimadhopur to chittorgarh respectively, Association has demanded immunity from transfer to elected office bearers and submitted a letter to grant the immunity from transfer Sr.GM(HR) assured to look into this matter.

4.        Consideration of Transfers on Spouse ground:

Association demanded for consideration of transfer cases on spouse cases ground.Transfer of Mrs. Jyoti Swami from Jaisalmer to Bikaner., Mr. Manoj Kumar from Chittorgarh to Bharatpur, Mr. Shiv Prasad Chijara from Barmer to Churu. Response from Sr.GM(HR) was positive in this regard.

5.       Combining some Functions(HR/Admin, Finance, Planning & operation) in group of SSAs.:

 

Association has protested against the point no. 2 of minutes issued on meeting of Circle secretaries held with CGMT Rajasthan on this issue on dt. 21/04/2014.We raised the issue that during meeting it was agreed by the CGMT Rajasthan that unions and association are not agree with proposal of administration for merging of functions of small SSAs with bigger SSAs ,then, Why it is mentioned in this point that if SSA sends any such proposal of merging of functions with proper justification then it will be further examined by Circle office. We also demanded immediately revert back the already merged functions of some SSAs with other. Sr.GM(HR) assured for discussion with CGMT and do needful.

 JAC MEETING WITH CGMT RAJASTHAN FOR DISCUSSION ON RESTRUCTURING OF SSAs

CGMT Rajasthan has called a meeting of JAC leaders on 21.04.2014 at 15.30 hours at conference hall CGMT office, Jaipur for discussion and to take views of unions and association on restructuring of SSAs by merging HR, Planning and finance wings of smaller SSAs with nearby bigger SSA. Some of them have already been done on experimental basis i.e. Banswara with Udaipur, Nagaur with Bikaner, Pali with Jodhpur and Bharatpur with Alwar.

Before going to meeting with CGM, Circle Secretaries of unions and Association met and discussed regarding pros and cones of this exercise done by circle administration. All the Circle Secretaries expressed their views. Circle secretary SNEA (I) briefed the after effects of this exercise. Despite inconvenience in day to day working in both SSAs, we will lose post of executives and nonexecutives in time to come. Smaller SSA, from where HR, Planning and Accounts wings are being merged with bigger SSA on the pretext of running vacancy since long in all the cadres. SSA Heads of smaller SSAs will be totally helpless and will totally be depended on their master SSA Heads. So we should oppose this move in one voice. All the Circle Secretaries have agreed this proposal unanimously. Then a common letter was drafted and signed.

During meeting with Circle administration all the Circle Secretaries opposed this move in one voice and submitted the common letter to CGMT, Rajasthan with suggestion for stop this move immediately and revert back the already merged function of SSAs.

CGMT agreed with JAC and assured for revert back on moving of proposal from SSAs.

Circle secretary SNEA(I) raised issues of procurement of stores like jointing kit from 0 to 6 sizes, drop wire, UY connectors, Wi- Fi modem for broad band, immediately though rainy season is approaching very soon. The maintenance of telecom network will be very difficult in absence of these stores. He also emphasize on poor quality of Teracom type-II broad band modems. It was also pointed out by Circle secretary that tender for further supplying of broad band modems has also been approved for Teracom .So, if this issue will not be taken seriously at highest level then we will lose out customer base due to this poor quality modems being supplied by Teracome.

 CGMT appraised that in new lot or modems only 5% are defective as per report of Teracom. This issue will be taken up at highest level for resolving this problem earliest.

CS writes letter to CGMT Rajasthan circle regarding Pending  grievances of members and shortage of stores. <<<Letter>>>>

18.03.2014 AGITATION DEFERRED:

Meeting took place with CMD and DIR HR on BSNL viability issues and HR issues. Agreed to continue detailed discussions on HR issues tomorrow. Considering the positive response from BSNL Mgt to resolve the issues and the appeal made by CMD and DIR HR, it is decided to defer the relay hunger strike from tomorrow. Details of discussions are as follows.

        GS, President and both AGSs had meeting with CMD/BSNL and DIR (HR) on the ongoing agitation notice served by SNEA (I) on various HR issues and issues related to the viability of BSNL. GM (SR) and DGM (SR) also present in the meeting. The response from CMD and DIR (HR) was very positive in resolving the issues through mutual discussions. The following issues were discussed in detail and remaining HR issues like standard pay scales, promotions in different cadres and Pay anomalies will be discussed in presence of the concerned nodal GMs tomorrow at 12.30 PM.

1.     BSNL/ MTNL Merger: Assn mentioned that before taking any decision on merger, issues like market liability of MTNL, disinvestment of MTNL and HR related issues to be sorted out. CMD categorically assured that BSNL will not go ahead with merger unless and until the 10 to 15 identified issues related to merger are resolved to the satisfaction of all stakeholders. In fact BSNL has listed out the issues and discussing it with the administrative ministry and working on it. He appreciated the concern of the leaders and members of SNEA (I) on the issue but assured us that merger will take place only after the related issues are addressed.

2.     Formation of subsidiary for towers and land banks: Assn pointed out that subsidiary formation will lead to disinvestment and no way it will help BSNL as the decision making and other aspects will be the same. CMD informed that BSNL Board has not taken any formal decision to form subsidiary company. But there is a need for BSNL to infuse the capital for expanding the network even if we want to continue our existing growth. Now we are running on cash deficit. Govt. may not be in a position to bail out BSNL like Air India or ITI as it requires huge amount to the tune of 25,000 to 40,000 crores. We have to find ways to finance the company, besides providing good services, in order to keep pace with the competitive market. Finally CMD assured that Mgt will share all the details regarding the tower subsidiary formation within a couple of days with the Association.

3.     Implementation of Time Bound Functional promotion or CPSU cadre hierarchy: Mgt informed that as assured earlier, Mgt side had made some proposal on 14th March. It will be further discussed in the Committee. Assn agreed to have further discussion on the proposal in the committee.

4.     30% superannuation benefits to BSNL directly recruited employees: BSNL Mgt informed that a high level committee is examining the issue further. The HLC will seek the opinion of the assn also before taking a decision. The HLC already invited the Forum for a discussion on 14.03.2014. Further action will be expedited.

5.     Pension contribution on actual of basic instead of maximum of the pay scale: Assn informed the recent development on this issue and our meeting the Sri Narayana Samy, Hon MOS for Personnel, JT Sec/DoPT and Jt Sec/DoP&PW in this regard. Secretary/DoT and Jt Sec/DoT assured us that the matter will be once again taken up with DoPT and DoE. CMD assured to pursue the matter in DoT.

6.      Strategy to counter Reliance JIO: After listening to our concerns on the issue, CMD informed that BSNL Mgt is working out on it and it is premature to reach a conclusion on the impact of Reliance –Jio on BSNL. We have to improve the existing services like 3G, FTTH and Broadband. On implementation of NGN switch, we can work out on Fixed Mobile convergence. He welcomed the suggestions from the Assn on this subject. 

After very fruitful discussion on the above issues, it is decided to continue the discussion on the remaining HR issues tomorrow. At the end of the discussion, CMD and DIR (HR) appealed to withdraw the agitation with assurance to resolve the issues through mutual discussions. Considering the very positive response from both CMD and DIR (HR) in resolving the issues through mutual discussions, Assn decided to defer the “Relay hunger strike from tomorrow, 19th March 2014”. Discussion will continue with DIR (HR) in presence of concerned GMs tomorrow at 12.30 PM.

Hunger strike on 19th, 20th and 21st March, 2014.

Comrades,Start all out preparations at SSA/Branch level for the hunger strike from 19th March. Election and holidays should not come on the way of our preparations. Concentrate on door to door campaign and ensure massive participation as on 06th.All our comrades should join the hunger strike by applying casual leave to make management listen to our demands.

              06.03.2014   Historical Dharana Throughout Rajasthan Circle:

 In support of different demands raised by SNEA(I) CHQ, all the comrades of SNEA(I) throughout Rajasthan Circle have actively participated in Full Day Dharana and expressed their anguish against adamant stand taken by BSNL management on HR as well as development issues. We have confirm reports from each and every Districts in Rajasthan Circle and strong unity of comrades has given clear single to the management about strong sentiments of executives on these long pending issues. The Lunch Hour demonstrations were also held along with the full day Dharana. In different SSAs, the leaders of BSNLEU,AIGETOA & NFTE participated in Lunch Hour demonstrations and extended moral support in their addresses to the gathering of SNEA (I) Members. The awareness among the comrades has reaching higher level day by day and active participation of all comrades shows, their determination to continue the agitational programme till the managements resolves these issues.

01.03.2014 Instant Lunch Hour Demonstrations as per call given by Forum of BSNL Unions & Associations:

In response to instant call for the Lunch Hour Demonstration by Forum of BSNL Unions & Associations to oppose the proposal of Merger of BSNL and MTNL and Formation of Companies bifurcating BSNL, the demonstrations were held in Jaipur, Kota, Udaipur, Bikaner, Ajmer & all  SSAs on 28.02.2014. As spontaneous reaction hundreds of comrades registered their protest against the proposal of the Government for merger of BSNL and MTNL without solving serious issues like Disinvestment, Pension, Pay Scales and other HR issues as also on the formation of companies out of BSNL, like tower, land assets etc.

    Lunch Hour Demonstrations at SSA/Circle HQ throughout RajasthanCircle. : As per call given by SNEA (I) CHQ, comrades of SNEA (I) Rajasthan in mass participated in lunch hour demonstrations and actively supported all the demands raised by SNEA (I) CHQ. We have received report from each and every district of Rajasthan Circle for active participation of members. The demands raised by SNEA(I) are so genuine that in some of SSAs the executives who are not members of SNEA(I) , also have participated in this first stage of agitational programme showing clear unrest among all the executives and giving indication to management that in days to come struggle will be intensified with cent percent participation of executives. In some of SSAs, leaders of different unions also addressed the gatherings during demonstrations and gave their support to the demands raised by SNEA (I). SNEA (I) Rajasthan conveys sincere thanks and gratitude towards the executives, members, activists, leaders who have taken initiatives and participated in the lunch hour demonstrations and appeals all other executives to be part of this great & historical movement for the better and respectful future of executives in BSNL.

    Attention of SSA/Branch Secretaries and office bearers: Make extensive preparations for the demonstration, dharna and relay hunger strike. CSs and CHQ/Circle office berers should to tour the Circle and SSA/Branch level meeting should be held immediately to mobilize the membership.

    24.02.2014 DISTRICT CONFERENCE OF AJMER

    District conference of SNEA(I),Ajmer Branch was held on 23.02.2014 at SALT AND PEPER RESTAURANT, Ajmer. Circle secretary along with Sh. R.R. Sharma organizing secretary had attended and addressed the delegate session.

    Circle secretary elaborately discussed the issue of procurement of various stores at circle level and their current status. Status of various DPCs at corporate office level. Factors effecting financial viability of BSNL i.e. recommendations of EGOM for formation of separate subsidiary company for GSM towers, merger of MTNL with BSNL. Pension contribution on minimum of the scale instead of actual basic pay. No compensation against loss of rural telephone services, book adjustment for refund of BWA spectrum charges of 7000 crors of rupees instead of actual returning of amount to BSNL etc. About 20 delegates have attended the delegate session.

    Office bearers for next term were elected unanimously.

    14.02.2014  Combined GB meeting of PGMTD, Jaipur and Circle Office Branch, Jaipur 

    Sh. G.L.Jogi, All India President has addressed the combined general body meeting of PGMTD, Jaipur and Circle office branch, Jaipur at conference hall PGMTD, Jaipur on 13.02.2014. About 100 executives attended the meeting during lunch hours. Sh. Jogi elaborately discussed the formation of new subsidiary PSU for GSM towers by Govt., merger of MTNL and BSNL in present scenario and their implication on financial viability of BSNL. Status of various DPCs for promotions.Importance of struggles to protest the wrong decision of management and Govt. and set them right, role of association/unions to protect the interest of company and executives. Sh. Jogi explained that formation of separate subsidiary PSU for mobile tower is nothing but try to divide BSNL in pieces to break it. There was no need to make Bharat broad Band, it should be merged back with BSNL. MTNL is having 8000 Crores market liabilities that should be bearded by Government before processing  for merger MTNL with BSNL. Merger of both the company will lead  to very complex HR issues. They will create industrial unrest among employees. So we should not allow this move of EGOM, it should be protested strongly to check and stop this ill conceived move of Govt. organizationally by all associations and unions to save the BSNL.

    Ø The conference started with flag hoisting of SNEA(I) and “Deep Prajwalan” by all the dignitaries and guests.

    Ø All the invitees were given warm welcome by Com. S.Mangtani  DS SNEA (I) and all comrades of SNEA(I) Kota.

     Ø Com.Vishwas Pandey of SNEA(I) Kota performed the anchoring of Open Session very nicely with shers and quotes in most effective manner.

                                                                                   An open session cum farewell party of our All India president Sh. G.L.Jogi on his superannuation retirement from service on 30.06.2013 was organized on this occasion. The open session was attended by Sh. A.K. Bhargawa, CGMT, Rajasthan as chief guest, Sh. P.C.Mahirania,Sr. G.M. Finance, Rajasthan Circle, Sh. A.K.Gupta, GMTD, Kota as special guest, Sh. G.L.Jogi, All India President, Sh. K.Sebastine, General Secretary, Sh. A.P. Dahiya, AGS(HQ) and A.A.Khan Circle Secretary, Corporate Office, New Delhi also attended and addressed the open session and farewell party. Sh. G.L.Jogi and K. Sebstine apprised the house and condemned the advice of EGOM regarding the formation of new subsidiary PSU for mobile towers, merger of MTNL & BSNL. Soft loan from central Govt. for meet our the salary expenditure of BSNL employees and their implication on finance viability of BSNL. Status of various DPCs, membership verification for executives’ associations are also apprised to the house.

    Circle Secretary raised the issues of stores and procurement status and poor quality of Teracom broad band modems, poor quality of services in GSM mobile and broad band speed etc. Circle secretary also described the remarkable contribution of Mr. Jogi in elevating the JTO, SDE and DE cadres and their promotional avenues and time bound up gradations, prospects, excellent work by Mr. Jogi for leading and mobilizing executives of CPSUs for struggling for merger of 50% IDA with basic and implementing of recommendations of 2nd PRC with 30% fitment benefit in pay fixation for BSNL recruited employees.

    During addressing of open session CGMT advised that everyone has to own his responsibility and work honestly to discharge his assigned duties with available resources so that we can check the losses to the company. 

     Open Session concluded with Presidential Speech & vote of thanks by Com. S. K. Sharma,Circle President SNEA (I) Rajasthan.

     Immediate after Open Session delicious lunch was served for all the comrades & guests at dining Hall.

     Delegate session started in the afternoon with presentation of Circle Report by Com.S.S.Rajput, Treasurer Report by Com. Ramesh Kumar, CT SNEA (I) Rajasthan. Queries raised in the delegate session by CWC Members Sh. V.K.Parashar, Sh.B.N.Goyal, DSs Sh. Ajay Kumar (Banswara), Sh.R.S.yadav(Alwar), Sh. Nogia(Ajmer), Sh.B.B.Parashar(Bharatpur) were  addressed by the GS CHQ.

    10.01.2014Singular, exclusive, tireless and spectacular role of SNEA(I) in surrender of obsolete BWA spectrum band by BSNL and refund of spectrum charges by Government.

     

    What BSNL Management ought to have done was remarkably and incredibly done by SNEA(I) when in October, 2010 it brought to the notice of then Secy/DOT, Sh R. Chandrashekar, that BSNL having paid market value of  Rs 8000 crores has been allocated an obsolete BWA spectrum band having no business utility since the band that BSNL has been allocated a band which lacks the flexibility of switching over to LTE platform and also economies of scale since international telecom gear manufacturers do not manufacture equipment in this redundant band.
    Secy/DOT blatantly refused to acknowledge our statement of facts. However when we persisted, Secy/DOT summoned Wireless Advisor/DOT to ascertain facts. Secy/DOT was taken aback completely when Wireless Advisor endorsed what we said about redundancy of BWA spectrum band allocated to BSNL. Secy/DOT found it very hard to believe since BSNL Management never brought this important issue to his notice.
    However, thereafter Secy/DOT advised us to create sufficient pressure on BSNL Management to force them to decide to surrender this obsolete spectrum band and seek refund of BWA spectrum fees paid by BSNL at market value.
    And thus was the issue of refund of BWA spectrum fees to BSNL by Govt. born and with that started our tireless struggle to force BSNL Management to decide to surrender this spectrum band and seek its refund from Govt. But BSNL management was defiant and unrelenting to surrender this redundant spectrum band despite our persistent efforts. It was only when present CMD took over in April, 2011 that we found some response from him to consider surrender of BWA spectrum band and seek refund of BWA spectrum fees.
    Thus the issue of surrender of BWA spectrum band and seek the refund of BWA spectrum fees was born just because of singular, tireless and spectacular intervention of this Association and the end result of this untiring and exclusive struggle of this Association today culminated in the decision of the Union Cabinet to refund BWA spectrum charges to both BSNL and MTNL.  This is truly historical as far as role of SNEA(I) in securing refund of BWA spectrum is concerned.

    Our struggle on this issue also reminds us how we fought against the decision of former telecom minister, Sh. A.Raja, to cancel tender for procurement of 45.5 million equipment of GSM in 2007. Also our exclusive action of filing a Writ Petition in Delhi High Court in Nov,2011 challenging providing of 3G services illegitimately by private operators through ICR pacts which were forbidden by policy. When our WP was admitted by Delhi High Court and notices were issues to DOT, then only DOT swung into action and issued notices to private operators restraining them from providing of 3G services through illegal ICR pacts. Today the issue is in Supreme Court only and only because we filed WP in Delhi HC in NOV 2011 forcing DOT to act against these operators by issuing notices to them since providing of pan india 3G services is exclusive domain of BSNL.

    9th Jan 2014 Union Cabinet today approved the proposal of BWA spectrum charges refund to BSNL/MTNL and pension of MTNL employees under rule 37A at par with BSNL employees. BSNL surrendered BWA spectrum in 6 Circles namely AP, GUJ, KTK, Kol TD, MH and TN and retained BWA spectrum in the remaining Circles.Congratulations to one and all.

    06.01.2014 District Conference of SNEA(I) Sikar

    District conference of SNEA(I) Sikar branch was held on 05.01.2014 at Bagiya Restaurant Jhunjhunu bypass Sikar. An open session was also arranged on this occasion, Sh.Arvind Pal Dahiya AGS CHQ, Sh. S.K.Sharma, Circle president , Sh. S.S.Rajput Circle Secretary, GMTD Sikar Sh. G.R.Meghwal, Sh. Dara Singh Area Secy. North, Sh.R.S.Duudi, District President, Jhunjhunu were attended  and addressed the open session . Open session was well attended by 40 members of the branch. Circle secretary elaborately discussed the issued related to procurements of stores and efforts made at by association at circle level and their current status in Rajasthan Circle. Reasons for poor quality of services provided by BSNL. Reasons liable for loss making of company, membership verification which is going to be held during the month of April-May 2014. HR issues at circle level and their resolutions.

    Sh. A.P.Dahiya has submitted status of various DPCs at head quarter level and efforts of our association in this direction and reasons for their day holding of DPCs. Sh. S.K.Sharma stressed on poor quality of broad band modems, which are causing dissatisfaction to customers and  liable for disconnection of BB connections.

    Ex. District secretary and circle vice president Sh. V.S. Khichar  and some of the speakers strongly raised the issues of shortages of stores . After   satisfying  their various queries  by circle secretary the branch promised in one voice  to take up the development and maintenance work of SSA at top most priority and try their best to meet out the expectations of customers. Sh. G.R.Megwal , GMTD Sikar also promised his full support for HR issues and betterment of services in SSA.

    Post lunch internal session was held, during internal session farewell party to two of our retired comrades Mr. T.C. Devthiya, Ex. President and CAO Sikar and Mr. M.C. Mali, Ex. DET NTR, Sikar was also organized. Elections for next term were conducted unanimously

I.M.Singh,JTO AjmerSNEA (I) Rajasthan also conveys sincere thanks and gratitude to all District Secretaries, District Treasurers and all the members of Rajasthan Circle who have cleared their Circle and CHQ Quota in time, which has helped CHQ a lot in settlement of these welfare claims.  

    Comrades, you are aware that SNEA(I) has welfare scheme for its paid members and in case of death of such member, association is contributing as assistance to the aggrieved family with payments of Rs. 1,00,000 (Rupees One Lakh Only). SNEA (I) is the only association having such social welfare scheme which recognizes the members and always give helping to its members hand even after death of the members. This amount is not big, but its payment at crucial period helps a lot for family members, when they are facing lot of problems & when head of family & earning hand is no more with them to take care.

    Out of two claims sent by SNEA(I) Rajasthan, one claim of Rs. 1,00,000 in respect of late Com. I.M.Singh, JTO Ajmer was received & handed over to his wife & nominee of late Com. I.M.Singh, at her residence in Jaipur by Com. V.K.Parashar CWC Rajasthan.   

     

    The revised welfare claims of Rs. 1,00,000  in respect of late Com. N.K.Kothari SDE Sagwara Banswara sent to CHQ for early settelment.

    Circle secretary along with Sh. R.R. Sharma O/S met Sh. A.K. Bhargawa CGMT, Rajasthan and discussed on following issues:

    1.       Combining the functions of planning cell, HR cell and vigilance cell of SSAs, where sufficient work load has not been observed by Circle administration. Association suggested that thorough discussion and deliberations should be made with associations before restructuring of these cells in different SSAs. CGMT assured that after full discussion and deliberations the implementation of merger of different cells of SSAs will be started. He also invited our suggestion on this matter.

    2.       Association raised the issue of procurement of battery sets of various capacities though our telecom network in being detoriated in absence of batteries. Circle secretary informed that HPC has not been recommended the higher rates. CGMT informed that high power committee has asked to rethink on the issue, we should hope for positive recommendations of HPC, otherwise we should go for retendering.

    3.       Association raised the issue of procurement of U/G cables of various sizes. CGMT informed that purchase orders of 10 pair, 20 pair, 50 pair,100 pair and 200 pairs cable have been given on 10.10.2013. The supply should be start in last week of this month. P.O. for 5 pair is also being give to vender within one week time.

    4.       Circle secretary informed that type IIBB modems are also consumed and they are in heavy demand by field units. So arrangement for fresh procurement or diversion should be made immediately. CGMT assured to take up this issue and try to arrange earliest.

    5.       Request transfer of JTOs.: Association requested that these transfers should be done without further delay to provide the relief to our members. CGMT assured for review the case with Sr. GM(HR) and try to do something in this regards.

    6.       Looking after from SDE to DE: Circle secretary raised the issue that in some SSAs like Churu, Nagaur only one DE is working. In this situation the output of field units is effecting  badly due to over loading or centralizing the whole function of SSA. So to creating smooth functioning in SSAs, some 20 to 25 more SDEs can be given looking after work of DE. CGMT assured for reexamining the case earliest and do needful in this regards.

     

    7.       Change of posting station of transfer : Circle secretary requested that posting station on transfer of Mr. C.S.Nathawat and Mr. O.P. Mahawar JTOs from Kota should be changed from Shriganganagar to nearby station to Kota SSA. So that these JTOs can join there. Though after passing of nine months still they are waiting for change of posting station. CGMT assured to reexamining and consider the case favorably.

    CWC MEETING AT PATNA W.E.F. 25&.26 Oct.2013

    IInd CWC meeting of our Association was held at Patliputa Sports Complex, Patna. Circle secretary along with our three CWC members attended the meeting. Circle Secretary during his report highlighted the acute shortage of Batteries and U/G Cables of various capacities in Circle and put up balance sheets of previous three years before house, availability of stores i.e. EPBTs, OFC cables, BB modems, drop wire, cable jointing kits of various sizes etc. was also submitted.  Membership report of executive’s Association and action plan for increasing of our membership was also submitted before house.

         Circle secretary also demanded result of DPC for 67 % quota within two months time because our senior members are facing very embracing  situation after releasing of DPC for LDCE. Circle secretary also demanded Ist time bound promotion with in four years, time for all streams irrespective of touching of higher scale or completion of six years time in E1 scale.

     

         Circle secretary requested CHQ for take up the case of our qualified internal executives for allow them for outside requirement of DGM Exam.

    Circle office bearers (EB) meeting of SNEA(I) Rajasthan Circle was held on 15th Sept.2013 at Conference Hall PGMTD, Jaipur and presided over by Circle President Com. S.K.Sharma.  CHQ President Com. G.L.Jogi  also attended and addressed the meeting. He elaborated  on current issues i.e. amendment in BSNLRR, one time relaxation in residency period in STS cadre from four years to three year for promotion from STS to JAG cadre. Progress for conducting of DPCs from JTO to SDE , SDE to adhoc DE, adhoc DE to regular DE and regular DE to JAG.

    He also discussed the issues of EPF and 30% superannuation benefit for BSNL recruited JTOs, their carrier progress and pay anomalies for 2007 recruited JTOs and assured early solution of the issues.

          During meeting Circle office bearers extensively discussed the issue of membership verification for deciding majority association among the executive’s associations. It was decided that next CEC meeting and farewell function of our CHQ president on his retirement on superannuation from service will be held at Kota in the mid of the Nov. 2013. Organizational matters and revival of SNEA(I) Branches in SSA were discussed in detail.

    CS Com. S.S. Rajput on invitation of AIGETOA attended its open session of Annual General Meeting at Jaipur on 14th September 2013. Our CHQ president Com.G.L. Jogi, Corporate office CS Com. A.A. Khan  along with Com. Bhupinder Singh, OS attended the function. The chief guest of the function was Dir(CFA),BSNL. Com. V.K.Parashar CWC, Com. RR sharma OS, Com. Ramesh Agrawal CT were also attended the function. Com. R P Sahu and Com. Ravi Shil Verma  have been elected as President  and  GS respectively. Congrats to all of the newly elected office bearers.

    With extreme grief, we bring to you the sad news of the  demise of  Shri N.K.Kothari, SDOT Sagwara.  SNEA Rajasthan Circle prays to the Almighty to provide his family with sufficient strength and courage to tide over the crisis and for bearing this irreparable loss. The officer was very good, sincere and hard worker and no doubt he was a devoted comrade of our beloved association since beginning.We also pray so that the eternal soul rests in peace.

     

    11 Sept 2013:

    CS along with Circle President Sh. S.K.Sharma  met with CGM Rajasthan Circle for discussion on the agenda  submitted by the association for betterment of services of BSNL  and requested for early settlement, Hon. CGMT assured the positive action  to be taken by BSNL for all the issues.

    Comrades, the LDCE result was ready after revaluation some time back but SNEA (I) insisted Management not to declare the results unless and until promotion and posting orders are ready. With the past experience, if promotion orders are not issued immediately after declaration of the results, there is a possibility of litigations and the entire promotions may be hold up again. For issuing promotion orders, VCs from Circles was the major hurdle. The VC of the 22 newly LDCE passed JTOs also collected from Circles confidentially. Even though there was lot of pressure on the Management to declare the results, Mgmt agreed to our suggestion and declared the results when promotion orders are almost ready.

    SNEA (I) CHQ was in constant touch with Pers Cell and almost all the representations for posting considered by Pers Cell. However future requests also will be taken up with Management. Sr GM (Pers) assured that if any left out cases are there, it will be considered after issuing the promotion orders.

    Congratulations to all the promoted Executives. SNEA (I) CHQ and the whole membership is thankful to Circle Secretaries and other office bearers who are instrumental in sending the VC in time.

    We extend our profound gratitude to CMD/BSNL, DIR (HR), Sr GM (Pers), DGM (Pers) and the entire Pers II section team members for their dedicated efforts in issuing the promotion orders. The Pers II section was working day and night since last Saturday to issue the promotion orders.

    Comrades, Association is pursuing with Management to notify the LDCE for the next vacancy years 2010-11, 2011-12 and 2012-13 at the earliest. Focus on the preparations for the coming LDCEs. Simultaneously we are trying to expedite the DPC from JTO to SDE on topmost priority.

    2 July 2013: Promotion from DE to DGM order issued:Congratulations to all !!!!

    SNEA (I) Rajasthan Congratulates all 119 executives who are promoted from DEs to DGM Adhoc after prolonged wait of years together due to different court matters. After final order in pending court case at Hon High Court of Kerala which is issued on 01/07/2013 the promotion orders the promotion orders are issued within a day i.e. 02/07/2013. This proves that nothing is impossible for BSNL if there is will power to go ahead. With this some posts out of hundreds of vacant post of DGMs will be filled up and matter will be pursued further by SNEA(I) CHQ  for filling remaining vacant post of DGMs. Order <<<>>>

    2 July 2013: Congratulations !!!... LDCE result declared.

    SNEA(I) Rajasthan Circle Congratulate all 2629 JTOs who are successful in JTO to SDE LDCE for which revised  results are declared by BSNL as per order by Hon. PBCAT New Delhi. Fortunately as per this revised results 22 new candidates are successful and declared pass on revision of the results and it is unfortunate that 119 candidates who were declared successful are now declared as unsuccessful creating panic for them. This happened due to different court matters and it will be interesting know that candidates who have approached the court are benefitted or not after their one year litigation on this matter. The final outcome of this court matter is that the total number of successful candidates has reduced by 97 numbers and this is eye opener for all those who are always trying to approach the different courts and trying to stay the process of promotions with fowl cry of injustice to these individuals and creating problems for mass. In absence of the court matters by now the LDCE for other years would have conducted giving opportunity to others including unsuccessful candidates in earlier attempts and giving path for filling about 4000 vacant posts of SDEs in BSNL. Thus the earlier results declared on 04/07/2012 are cancelled by BSNL CO and it has further asked for representations on this revised list latest by 15/07/2013. The posting of all these comrades will be issued today.

    BSNL CO endorsed the presidential order issued by DoT. Date of effect will be 10.06.2013, the date of issue of PO. The arrears payment issue will be taken up with DoT.

    Comrades, our justified demand of 78.2% IDA fitment for 100% IDA neutralization w.e.from 01.01.20007 is implemented by BSNL. That also when the company is registering recurring losses for the last 4 years and the accumulated losses crossed Rs 24,000 Crores.  Now it is our turn to reciprocate as the Forum of BSNL Unions /Associations committed to the BSNL Management at the time of agreement on 12.06.2012 on behalf of the entire BSNL employees. This settlement highly motivated our employees definitely and that should translate into business and additional revenue generation in the coming days. Comrades, let us work for that from today onwards, that is precisely the appeal from CHQ.

    10-06-2013 DISTRICT CONFERENCE OF ALWAR 

    District conference of our Alwar Branch was held on 8.06.2013 at inspection quarter in GMTD campus.

    Circle secretary addressed the conference and elaborately discussed the current organizational and carrier advancement issued. Current status of DPCs to be held for each cadre i.e. JTO to SDE, SDE to adhoc STS, adhoc STS to regular STS and regular STS to adhoc JAC. Issue of ITS repatriation, merger of 78.2 IDA with basic w.e.f. 1.1.2007 etc.

However CHQ is waiting for the formal orders and till then there should not be any let up on our part on the preparation for the agitations.

    09/05/2013Forum of BSNL Unions/Associations took a decision to go for Indefinite strike w.e.f 12.06.2013, demanding immediate settlement of 78.2% IDA merger. 

    The meeting of the Forum, which took place today the 09-05-2013, has taken the historic decision to go on indefinite strike, demanding the immediate settlement of 78.2% IDA merger. After the agreement on 12.06.2012, eleven months passed and the Associations/Unions were pursuing the issue at all levels. The issue of 78.2% IDA merger was sent to DoT for its approval. However, DoT, instead of giving its approval, has referred the matter to the BRPSE (Board for Reconstruction of Public Sector Enterprises). This is nothing but putting 78.2% IDA merger in the cold storage. 

    After discussing the issue threadbare, the Forum has decided to give call for the following agitational programmes. The meeting was attended by Com.V.A.N.Namboodiri (Convener) com. P. Abhimanyu, GS/BSNLEU, Com. C. Singh, GS/NFTE, Com. K. Sebastin, GS/SNEA(I), Com. Prahalad Rai, GS/AIBSNLEA, Com. Jayaprakash, GS/FNTO, Com. Suresh Kumar, GS/BSNLMS, and  Com. S. P. Sharma, President/WRU. Forum given sufficient time for the BSNL Management and DoT to settle the issue.

    CS met with CGM Rajasthan Circle and submitted the resolutions passed by general body in Circle Conference Sardar sahar (Churu) and requested for formal introductory meeting with new Office Bearers of SNEA(I) Rajasthan Circle which is scheduled to be held on 10.05.2013 in Circle Office Jaipur.

    Circle Conference held on 6/4/2013 to 7/4/2013 at Sardarsahar Churu

    Circle Conference started on 06.04.2013 with Hoisting of Association flag by Com S.K.Sharma, our circle president in the presence of our General Secretary Com.K.Sebastin and all the CEC members.

    CHQ President Com. G.L.Jogi and GS Com. K.Sebastin attended the Conference and addressed the delegates.
    Com S. K. Sharma, Com S S Rajput and Com Ramesh Kumar are unanimously reelected as C/President, C/Secretary and C/Treasurer respectively in the conference. Com Shankar Lal Sharma, Com V. K. Parasar and Com B N Goyal were reelected unanimously as CWC members.

        In the conference, Churu SSA has donated Rs.5100 towards legal fund to General Secretary. Congratulations to all Churu SSA comrades.

     We  are Thankful to all the Executives as well as Non executive staffs of Churu SSA who nicely organized the Circle Conference function. Specially our  DS of Churu SSA Sh. Dinesh Kumar Gaur  and his dedicated Team without which  we cannot imagine the success of the conference.

    IV th Circle conference of our Association was held at Babu Shobhchand Bhawan, Saradarsahar(Churu) on 6th and 7th April,2013. On this occasion on 7th April, a grand open session was held,  the open session was addressed by All India President Sh. G.L.Jogi and General Secretary Sh. K. Sabastin, Sh. Prabhakar Joshi Chairman of Sardarshahar Vyapar Mandal. Circle Secretary SNEA(I),Rajasthan Telecom Circle highlighted the factors which are broadly effecting the financial viability of BSNL and policies which are framed by Govt. of India to favoring the Pvt. Operators and depriving the BSNL from the legitimate developments.

    During  address  Sh. G.L.Jogi elaborately raised the wrong policies of the Govt. due to which BSNL is suffering huge losses and expansion of telecom network .

    Sh. K. Sebastin GS, SNEA(I) emphasized on the factors which are liable for detoriation of service quality of BSNL services and urging for timely procurement of essential stores by BSNL so that quality of services can be maintain properly  up to the satisfaction of customers.

    Sh. Prabhar Joshi has appreciated the BSNL for providing and maintaining the services efficiently in the urban and rural area of Churu SSA.
